WELLNESS PROGRAM
In partnership with the City of Duluth and the Bridge to Wellness Program, the DECC provides various wellbeing benefits and incentives. Examples include educational webinars, workout programs, team challenges, annual health fair, etc. The DECC also has a free employee gym available to use when the building is open.

REIMBURSEMENT FOR DTA MONTHLY PASS
Employees are eligible for a reimbursement every month a DTA monthly bus pass is purchased. Proof of purchase is required.
PERA – PUBLIC EMPLOYEE RETIREMENT ASSOCIATION
Membership in PERA is automatic for public employees who meet minimum wage and position eligibility requirements set by MN Statute. Money is contributed to your PERA fund in two ways:
- Employee contributes 6.50% of their earnings to PERA
- The DECC matches their contributions at 7.5%
DEFERRED COMPENSATION OPTIONAL RETIREMENT PLAN – 547 RETIREMENT PLAN
The Minnesota Deferred Compensation Plan (MNDCP) is a voluntary retirement savings plan offered by the DECC. Contributions are deducted from your paycheck and invested according to your preference. Employees must elect to contribute to the MNDCP plan.

PAID PARENTAL LEAVE
Upon request, the DECC will provide up to 6 weeks of paid parental leave to employees following the birth of an employee’s child or the placement of a child with an employee in connection with adoption or foster care. Employees that are eligible for paid parental leave may utilize this time in addition to Family and Medical Leave Act (FMLA) leave, as applicable and eligible.
HEALTH INSURANCE – MEDICA (FULL-TIME POSITIONS)
- Coverage starts on the 1st of the following month after an employee’s start date
- Single coverage: employee covers 10% of the premium, employee cost is $110.50/month
- Family coverage: employee covers 20% of the premium, employee cost is $543.40/month
DENTAL INSURANCE – DELTA DENTAL (FULL-TIME POSITIONS)
- Coverage starts on the 1st of the following month after an employee’s start date
- Low option employee cost is $34/month for single coverage and $119/month for family coverage
- High option employee cost is $67/month for single coverage and $187/month for family coverage
EMPLOYEE LIFE INSURANCE (FULL-TIME POSITIONS)
- Coverage starts on the 1st of the following month after an employee’s start date
- Employee cost is $32/month – decreasing term life insurance
FLEXIBLE SPENDING ACCOUNT (FULL-TIME POSITIONS)
- This is a pre-taxed account available for medical, dental and dependent care expenses
- The employee chooses how much they’d like to contribute without going over the maximum allowed amount, and $610 is allowed to be rolled over each calendar year
