Request For Proposal Request for Proposal The Duluth Entertainment Convention Center (DECC) is a public authority and periodically issues requests for proposals (RFPs) for purchases and services as needed. Submitting an RFP does not obligate the DECC to award a contract or complete a project and the DECC reserves the right to cancel the solicitation based on change in need or circumstances.
